ووفقا للقانون الذي وقعه بوتين، يسمح بإصدار تأشيرات سياحية طويلة لجميع مواطني دول العالم، لزيارة روسيا والتمتع بمشاهدة طبيعتها ومشاهدة مدنها الشهيرة.
ويمنح القانون الجديد فيزا سياحية مدتها ستة أشهر لمواطني جميع بلدان العالم، بغض النظر عن سياسة التأشيرات الخاصة بهذه الدول فيما يتعلق بالروس، أي أنه تم استثناء مبدأ المعاملة بالمثل بما يخص الفيزا السياحية.
وفي السابق، كانت روسيا تمنح تأشيرة دخول لمدة شهر واحد أو سته أشر، اعتمادًا على طول التأشيرات التي تصدرها البلدان التي ينتمي لها السياح الراغبون بزيارة روسيا، أي على أساس المعاملة بالمثل.
تنص الوثيقة المنشورة على بوابة الإنترنت الرسمية للمعلومات القانونية الروسية على إمكانية استبدال تأكيد قبول دخول السياح من قبل السجل الفيدرالي الموحد لمنظمي الرحلات السياحية في روسيا، بتأكيد حجز الفندق فقط، وهو أمر ضروري للحصول على تأشيرة دخول إلى الأراضي الروسية.
ويمنح القانون الجديد لجميع سياح العالم ومن جميع البلدان وبمختلف جنسياتهم، بزيارة روسيا والتمتع بصيفها المعتدل وطبيعتها الخلابة.
كما يستطيع السياح التمتع بمشاهدة البناء العمراني المذهل في مدن روسيا، كالعاصمة موسكو، ومدينة سانت بطرسبرغ، وزيارة الساحة الحمراء في روسيا، والتعرف على العادات والتقاليد الروسية، وتجربة التمتع بالثلوج الروسية في فصل الشتاء أيضا، وممارسة هواية التزلج على الثلوج.
