أفاد الكرملين بأن الرئيس الروسي فلاديمير بوتين أبلغ نظيره الفرنسي إيمانويل ماكرون بأن رد واشنطن والناتو على مطالب الضمانات الأمنية لم يأخذ في الاعتبار الهواجس الأساسية لروسيا.
جاء ذلك خلال اتصال هاتفي جمع الزعيمين اليوم الجمعة، حسبما ذكر الكرملين في بيان له، مضيفا أن المحادثة ركزت على مسألة تقديم ضمانات أمنية طويلة الأمد لروسيا، بما في ذلك على ضوء المحادثات الروسية الأمريكية الأخيرة في جنيف واجتماع مجلس روسيا الناتو في بروكسل.
وأشار بوتين إلى أن الجانب الروسي سيدرس بعناية الردود المكتوبة التي وردت في 26 يناير من الولايات المتحدة وحلف شمال الأطلسي على مشروعي اتفاقيتين بشأن الضمانات الأمنية، وبعد ذلك سيقرر في اتخاذ إجراءات لاحقة.
ولفت بوتين انتباه ماكرون إلى حقيقة أن ردود واشنطن والناتو لم تأخذ في الاعتبار الهواجس الأساسية لروسيا مثل منع توسع الناتو، ورفض نشر أنظمة الأسلحة الضاربة بالقرب من الحدود الروسية، إضافة إلى عودة القدرات العسكرية والبنية التحتية للكتلة في أوروبا إلى المواقع التي كانت تحتلها عام 1997، عندما تم توقيع الوثيقة الأساسية للعلاقات بين روسيا والناتو.
كما تجاهلت الردود الأمريكية الأطلسية المسألة المحورية وهي – كيف تعتزم الولايات المتحدة وحلفاؤها اتباع مبدأ عدم قابلية الأمن للتجزئة، الذي تتضمنه الوثائق الأساسية لمنظمة الأمن والتعاون في أوروبا ومجلس روسيا-الناتو، والذي ينص على أنه لا ينبغي لأي طرف أن يعزز أمنه على حساب أمن الدول الأخرى.
عند مناقشة الوضع في أوكرانيا، شدد بوتين على أهمية امتثال كييف الصارم لاتفاقيات مينسك وغيرها من الاتفاقيات، وبالدرجة الأولى فيما يخص فتح حوار مباشر مع دونيتسك ولوغانسك وإضفاء الصفة الشرعية على الوضع الخاص لمنطقة دونباس.
وذكر بيان الكرملين أن بوتين وماكرون تناولا أيضا الوضع حول اتفاق إيران النووي، حيث أشارا إلى التقارب في مواقف روسيا وفرنسا الداعمتين بنشاط لاستمرار الجهود الدولية للحفاظ على خطة العمل الشاملة المشتركة وتنفيذها، وكذلك قرار مجلس الأمن الدولي رقم 2231.
كما بحث الرئيسان “بعض الجوانب العملية للتعاون الثنائي بين البلدين، بما في ذلك في مجال الطاقة النووية”.
وأشار البيان إلى أن بوتين وماكرون اتفقا على البقاء على اتصال وثيق، ومواصلة الحوار الروسي الفرنسي حول مجمل قضايا الأمن الأوروبي.
